RI Masih Impor Baja dan Aluminium
Inilah akibatnya jika negara seperti Indonesia yang kaya akan Sumber Daya Alam (SDA) melimpah tetapi tidak bisa mengolahnya, akibatnya untuk membangun kapal, jembatan sampai jalan bahan besinya harus diimpor semua.
Seperti diungkapkan Meteri Perindustrian Mohammad S. Hidayat. Dia mengatakan untuk membangun dermaga, kapal laut, landasan airport, jembatan, rel kereta api, jaringan listrik, telomunikasi dan lain-lain membutuhkan mineral logam seperti besi beton, aluminium, nikel, tembaga dan lainnya tetapi semuanya itu harus diimpor dari luar negeri.
"Untuk membangun itu, kita masih mengandalkan impor bahkan ada yang 100% harus impor, padahal negara yang memproduksi baja, aluminium, nikel dan lainnya ,mendapat pasokan bahan baku dari Indonesia seperti Jepang dan China," kata Hidayat di kantornya, Jalan Jend. Gatot Subroto.
Seperti Besi Baja, lanjut Hidayat, kebutuhan besi baja dalam negeri saat ini sebanyak 4 juta ton per tahun berupa iron ore, sponge iron, pellet dan skrap dimana seluruhnya masih impor.
"Nikel, industri hilir berbasis nikel seperti stainless steel dan nickel alloy belum tumbuh di dalam negeri. Sementara itu, kebutuhan stainless steel dan nickel alloy untuk memenuhi kebutuhan sektor konstruksi, minyak dan gas, otomotif, elektronik, permesinan, railway, dan lain-lain sangat besar dan sepenuhnya masih diimpor. Nilai tambah produk hilir berbasis nikel akan meningkat 105 kali dibandingkan ekspor bijih nikel," jelasnya.
Apalagi saat ini terjadi ekspor besar- besaran seperti Aluminium. Pada tahun 2011, ekspor komoditas ini mencapai 40 juta ton per tahun atau naik 5 kali lipat dibanding 2008.
"Dalam beberapa tahun terakhir ekspor besar-besaran juga terjadi pada bijih nikel yaitu sebesar 33 juta ton pada 2011 atau meningkat 8 kali dibandingkan pada 2008," ucapnya.
Makanya, pemerintah mengeluarkan aturan pengendalian ekspor khususnya pada 2014 tidak boleh lagi bahan mentah yang diekspor dan saat ini untuk 65 jenis bahan mineral jika ingin diekspor mentah-mentah dikenakan bea keluar yang rata-rata sebesar 20%.
"Tujuannya untuk mengendalikan ekspor yang cenderung meningkat drastis. jangan sampai kalau dibiarkan seperti candangan bauksit yang bisa habis 4-5 tahun ke depan, seperti cadangan cadangan terbukti bijih besi bisa habis 9 tahun lagi apabila semuanya tidak dikendalikan ekspornya," jelasnya.
Sambil menunggu aturan larangan ekspor tersebut yang berlaku pada 2014, pemerintah saat ini terus mendorong investasi di sektor hilir untuk industri pengolahan yakni pabrik smelter besi cor.
"Kita dorong ini, seperti di sektor agrobisnis industri smelternya sudah tumbuh, ini yang kita inginkan juga untuk disektor pertambangan mineral," tandasnya.
